Recovery Mode Xiaomi Redmi Note 3
- Turn off the device
- Press and hold Volume Up key + Power Key about 10 seconds
- Release all key when Mi logo appears
- Now you should in the Recovery mode menu
Fastboot Mode and Bootloader mode
- Turn off the device
- Press and hold Volume Down key + Power Key about 10 seconds
- Release all key when Bootloader mode appears
- Use Volume Down key to select Fastboot and Volume Up key to confirm
Hard reset Xiaomi Redmi Note 3 using External Keys ( remove your forgotten pattern unlock )
- Turn off the device
- Press and hold Volume Up key + Power Key about 10 seconds
- Release all key when Mi logo appears
- Select English using Volume keys and press Power key to confirm
- Select Wipe Reset using Volume down key and press power key to confirm
- Select Wipe All Data using Volume keys and press Power key to confirm
- Select Yes and press power key to confirm.
Hard reset using Settings Menu
- Turn on the device
- Select Apps
- Select Settings
- Select Backup and reset
- Select Factory data reset
- Select Reset device
- Select Erase Everything
- Select Ok
Warning! If you perform a hard reset, make sure to back up important data. The data can not be recovered after perform a hard reset. If you forgot your unlock pattern, It will remove your forgotten pattern unlock.

For your problem, Flashing with original ROM/Firmware i think your firmware corrupted or take it to Xiaomi service center.

First, charging your device up to 80% and then If you can try to hard reset it. but If that does not solve your problem you can try flashing the firmware. I think your firmware corrupted, you can take it to the service center.

I think your Xiaomi bootloader is locked.
